SPCA Penang
Welcome to our August 2026 Newsletter!

Dear Members & Friends,

Good greetings to all!

We have been receiving calls requesting to place cats at the shelter. Unfortunately, we would like to advise that the shelter here is not a sanctuary and we do not keep them for life. Here’s how we deal with stray kittens/cats when brought in. Kittens/cats are first dewormed and deflead the moment they step in. There will be an observation period to ensure their health before the next step, that is vaccinate and then transfer to our cattery with the hope that they can be adopted.

As for adult cats brought in, we do neuter and then release immediately, if possible to where they came from. We will do the same even if they are found neutered as we find it difficult to rehome adult cats. Some may feel disappointed when rejected and thought it cruel as it is also an act of abandonment. Do we have a choice? This would be the best option than having them euthanized.

These two cats were abandoned outside our gate at night with a message: 1 year old, vaccinated and neutered. We would not encourage abandoning in this manner as the animals will be exposed to the bad weather should it rain at night. In the left image the individual appears to be checking that no one is watching, then in the right image he has gone back to his car, taken out a cat carrier and leaves it outside the gate.

Adoptions

The batch of six puppies which we published on our social media looking for fosterers have all finally ended up with adoption by their fosterers. This makes a total of ten dogs and three cats adopted in the month of July. We have another batch of puppies waiting to be fostered for two weeks until they are ready to be vaccinated for rehoming. To foster kindly call the office 04 2816559/016 4166559.

Happenings & Visits

International Homeless Animals Day (IHAD) 15th August, 2026

For many years now, we have joined International Society for Animal Rights (ISAR) in observing IHAD which falls on every 3rd Saturday of August. We have been a longstanding supporter of IHAD by providing subsidy for low-cost spay/neuter vouchers to pet owners/social feeders whom can help play an important role in preventing animal homelessness. This is open to all during the month of August. To apply, kindly go to:

Let us be mindful of Responsible Pet Ownership ensuring that one needs TIME, SPACE, FINANCIAL MEANS before deciding to keep a pet. Shelters are all struggling to find homes for the hundreds of abandoned/wanted cats and dogs. Do make a visit to adopt a shelter animal and not shop/buy.

Vet Students Industrial Training Program

What better way can students taking up veterinary science studies learn from shelters/farms? It’s a good way to gain knowledge on how shelters manage. There are lots of animals especially dogs and cats that need handling activities like socializing, grooming, bathing etc. We welcome two batches of students from Universiti Putra Malaysia who will be with us during the month.

In addition, we also welcome vet student Lucy Hwang from City University of Hongkong. These students play an important role in helping with shelter management.

Meeting with the Mayor and MBPP Health Department Staff

Eighteen animal welfare NGOs including SPCA Penang were invited to a dialog session with the Mayor YBhg. Dato' Ir. Rajendran P. Anthony, Health Director Dr Chin Wee Loon and officers from the Veterinary Department. The aim is to create awareness amongst each and every animal welfare NGOs on the island. MBPP showed a Powerpoint presentation to all NGOs on how they collaborate with another NGO on TNR of stray dogs.

Each NGO voiced out problems faced and gave their opinions on how to improve the situation of strays on the island. Some issues addressed were:

  1. Our dog bylaws of 1977 are way outdated and need improvement

  2. Proposal towards introduction of a) microchipping, b) different licensing fees to encourage people to neuter their pets and perhaps give free licensing for owners who have neutered their pets, c) allow pets in high-rise building (as this will also ease burdening shelters, d) allow pet owners who can afford to own more than the regulated numbers of dogs set by the licensing dept.

  3. Education towards Responsible Pet Ownership and Enforcement against abandonment of animals should be encouraged, perhaps through awareness campaign with shelters and the Majlis.

It was a fruitful meeting and we hope the Majlis will consider looking into all matters voiced out. We hope this collaboration with all animal welfare NGOs will continue to improve further for the welfare of animals and the general community on the island of Penang.

Community Service

We would like to thank the staff at Agilent for spending their precious time with the animals during their CSR session. We believe they had great fun with our cats and dogs giving their tender loving care while here, and at the same time de-stressing themselves from their hectic week at work.

Students from Peninsula College Georgetown : "On behalf of our group, I would like to sincerely thank you for welcoming us to SPCA and for giving us the opportunity to carry out our community service at your organisation. We truly appreciate the time and effort your team took to host us and share your knowledge with us. It was a meaningful and enjoyable experience, and we learned a great deal about the important work that SPCA does for the community and the animals in your care."

Volunteer Briefing

Our next volunteer briefing be held on Saturday 15th August. Time: 9.30 a.m. sharp.

Our Wish List

1. We are looking for fosterers who can help foster these five puppies for at least two weeks and be prepared to handle medication as they have skin issues.

2. Very frequently, we have been asked on the type of food needed for our animals? Our shelter dogs are not choosy. All sorts of brands are brought in but we wish to remind that we would prefer salmon, beef, lamb flavor be it dry or wet can food. As for cats, fish flavor goes very well with them.

3. Do give us a thought should one have any items from your household to to discard but still useable! (electrical etc) It might be useful for the shelter.

Thank you

SPCA Team
