SPCA Penang
Welcome to our January 2026 Newsletter!

Dear Members & Friends,

Good greetings and Happy New Year to all!

SPCA Penang Team wish all with good blessings and happiness for the New Year 2026

As of 1st January, the year started with a ruling that one could face a penalty of RM2000 or perform community service of 12 hours if caught littering in public. Interestingly, many have asked about the littering of dog poo in public. Should pet owners be penalized too when their dogs are out roaming or when walked by their owners? Yes, this is also included. This is part and parcel of Responsible Pet Ownership - we should carry a poo bag with us to pick up the poo whenever dogs are out walking so as not to cause a nuisance to the neighborhood.

It's for everyone to be aware that under the MBPP (Licencing Dog By-Law) 2009 under Schedule 9 & 10 it states that:

Schedule 9.3

The owner of a licensed dog shall rid his premise of any fecal matter discharged by the dog and such fecal matter shall be disposed of in such manner or by such means as will not be likely to cause offence or nuisance to any other persons.

Schedule 10: Disposal of Feces

Every person being the owner of, or person in control of, any dog who, in a public place, or on land or premises other than that occupied by this owner fails to immediately dispose that dog’s feces from that  public place or premises commits an offence against this By-Laws.

So pet owners who walked dogs outside of their premises, please be aware!

Adoptions

We were greeted with more puppies settling into the shelter in December. We are fortunate that some found temporary foster homes until they are ready to be returned for vaccinations and then adoption. These four pups are now back with us after fostering, have been vaccinated and are ready for adoption. Do consider! (From left to right we have , Kaya (girl), Jam (boy), Bunny (girl) & Milky (girl), all 2 months old.)

To end the year 2025, we had three dogs and four cats adopted in December bringing the total to 49 dogs and cats adopted throughout the year. Though the adoption rate was poor we sincerely hope that they are settled happily forever with their new families.

Our Wish List for 2026

  1. We do hope to receive "second chance" homes especially for our dogs who are with us for a long time. Please help spread the word around to encourage "Don’t Shop, Adopt" and "Spay, Neuter to save lives".

  2. Our wish is not to receive calls and messages for the surrendering of pets as this is received almost daily. Keeping a pet is a commitment. Think carefully before you adopt as "Time is needed, Space for the pet to express normal behaviour, Financial means to be able to provide the necessary such as food and vet treatment".

Thank you
